پس از سخنان سه رئیس جمهور، حسن روحانی از طرفین خواست اگر نکته‌ای ندارد، تصویب بیانیه تهران را اعلام نماید. در این لحظات با وجود آنکه متن بیانیه توسط هیات کارشناسی سه کشور به نگارش درآمده و مورد تایید قرار گرفته بود، رجب طیب اردوغان رئیس جمهور ترکیه خواستار اضافه شدن لزوم برقراری آتش بس به بند سوم این بیانیه اشاره کرد. در واکنش به این اظهارات، پوتین تاکید کرد که در این اجلاس نه دولت سوریه و نه تروریست‌ها نماینده‌ای ندارند و نمی‌توان از طرف آنها سخن گفت. در نهایت پس از چند بار رد و بدل شدن مواضع طرفین، حسن روحانی به پوتین گفت که می‌توان از تروریست‌ها خواست که سلاح‌هایشان را زمین بگذارند و از اقدام مسلحانه بپرهیزند که با موافقت پوتین همراه شد. بدین ترتیب بدون تغییر متن بیانیه و اضافه شدن موضوع «آتش بس / ceasefire » بیانیه تایید و منتشر شد. این نشست و به ویژه این مذاکره زنده روئسای جمهور سه کشور در تاریخ سیاسی اقدام کم‌سابقه محسوب می‌شود و از دقیقه 46:30 رخ داد را به همراه کنفرانس بعدی پس از این نشست را در تابناک می‌بینید.
